About Intensive Services Foster Care (ISFC)
Intensive Services Foster Care (ISFC) is a specialized level of foster care in California designed to serve children and youth with higher emotional, behavioral, developmental, or mental health needs. ISFC prioritizes stability, safety, individualized treatment, and family-based care over institutional or group home settings.
Purpose of ISFC
The ISFC program was developed to provide a structured, trauma-informed family environment for youth who require enhanced supervision and tailored interventions. The goal is to maintain children in the least restrictive setting while addressing complex needs through coordinated care.
Basic Requirements
A license is required to operate a foster home. The process requires a licensing worker to visit your home and meet with you and other family members. Minimum personal, safety and space requirements are required by law. Foster parents work with social services staff to determine the type of child best suited for their home (i.e., age, health issues, and gender). Foster parents receive a monthly payment to feed, clothe, and meet the material needs of the children placed in their care. Medical and dental coverage is provided through the Medi-Cal program. For working parents, appropriate child care arrangements must be made by the foster parents.

- Enhanced Supervision & Support: Youth receive increased oversight and weekly in-home visits from ISFC social workers.
- Comprehensive Service Team: Each youth is supported by a multidisciplinary team that may include clinicians, behavioral specialists, wraparound providers, and county partners.
- Individualized Treatment Plans: Youth receive ongoing assessments and tailored service plans to address emotional, developmental, and behavioral needs.
- Family-Centered Approach: ISFC emphasizes stability, permanency, and connection, supporting the family unit while reinforcing long-term healing.
- Enhanced Reimbursement Rates: Resource parents receive a higher monthly reimbursement to support the increased level of care and supervision required for ISFC placements.
Program Outcomes
ISFC services help reduce placement disruptions, support faster stabilization, and create opportunities for youth to remain in nurturing home-based care rather than higher-level facilities. ISFC prioritizes safety, well-being, and treatment progress while working toward reunification, permanency, or long-term stability.
